Our approach

Relief that is timely, targeted and traceable

When disasters strike, the most effective help usually comes from organizations already on the ground. The Foundation plans to direct humanitarian relief primarily through gifts to qualified donees — such as registered Canadian charities with established relief operations — and, where it carries out its own activities through others, under written agreements that keep the Foundation in direction and control of how resources are used.

Before any relief grant

  • Verify the recipient’s status against official sources.
  • Assess need, capacity and track record.
  • Agree in writing on purpose, timeline and reporting.
  • Obtain board approval and document the decision.
  • Collect reports and evidence of how funds were used.

Planned program

The Foundation has not yet made any humanitarian grant or carried out any relief activity. Relief appeals will be announced only when a program is approved and appropriate channels are confirmed.

Relief of suffering caused by natural disasters, conflict and humanitarian emergencies in Canada and abroad, delivered through accountable channels.

What the program does

  • Designated relief appeals in response to specific disasters.
  • Gifts to qualified donees — such as registered Canadian charities with established relief operations.
  • Where the Foundation carries out its own activities abroad, doing so under written agreements that preserve its direction and control, or through other arrangements permitted by law.

Intended beneficiaries

People affected by disasters or humanitarian crises who lack access to food, water, shelter, medical care or other necessities.

Eligibility

  • Assistance is directed to populations with assessed humanitarian need, without discrimination.

How participants are selected

  • Projects and recipient organizations assessed for need, capacity, track record and ability to report.
  • Due diligence and, where required, written agreements before funds are transferred.

Assistance that may be provided

  • Food, water, shelter materials, hygiene kits, medical supplies and other necessities, delivered through accountable partners.

Applications & referrals

  • Not an application-based program for individuals. Qualified donees may contact us through Partner With Us.

Delivery method

  • Gifts to qualified donees; own activities through intermediaries under direction and control.

Oversight

  • Board approval for all relief grants.
  • Receipts, reports and evidence of use obtained and retained.
  • Designated funds used only for their designated purpose.

Expected outcomes

  • Timely relief reaching people in need.
  • Full accountability for funds used.

How results will be measured

  • Funds granted and to whom (reported once made).
  • Recipient reports on goods and services delivered.

Planned Gifts to qualified donees

Gifts to Qualified Donees & Charitable Collaboration

Gifts to qualified donees, as defined in the Income Tax Act, whose work furthers the Foundation’s charitable purposes.

What the program does

  • Gifts to qualified donees such as registered charities, and other organizations that meet the Income Tax Act definition.
  • Collaboration with public institutions and governmental bodies on charitable projects.
  • Collaboration with non-profit organizations only where legally permissible and under appropriate written arrangements.

Intended beneficiaries

The beneficiaries of recipient organizations’ charitable programs.

Eligibility

  • Recipient status verified against official sources (for example, the CRA’s list of qualified donees) before any gift.

How participants are selected

  • Alignment with the Foundation’s purposes, demonstrated need, organizational capacity and accountability.

Assistance that may be provided

  • Monetary or in-kind gifts, and cooperative project support.

  • Expressions of interest through Partner With Us.

Delivery method

  • Gift agreements or letters specifying purpose and reporting.

Oversight

  • Board approval; documented verification of qualified-donee status; conflict-of-interest safeguards.
